yes, skimmer should always be on. how far along is your cycle? once the ammonia (NH4) and nitrite (NO2) are at zero it is safe to add a few fish. probably buy a blue/ green reef chromis to test out the water for 2 weeks. then add a few more. i would add fish as slow as possible. add one or two fish every month and research all of your fish before you buy...do not make impulse buys!
