I was thinking how would you collect organics by spraying drops of water into air? And how does rapidly turned over flat surface collect organics? Or is this about bubble production?

What does this imply?

Downdraft skimmers first make droplets of water in air, then they hit the bottom and become bubbles in bulk water.

An overflow collector on an aquarium does this quite well, since organics readily collect on the water surface, but you'd have to send it into a device (like an ordinary skimmer) to separate the organics from the water.
