Is it possible to keep any type of LPS with a 130watt pc lighting over a 30gallon tank??

yes ... you can keep whatever you want, LPS wise. I have 130wts over a 25 and have kept successfully, with a lot of growth, the following:

Frogspawn

Blastomussa

well, check your calium, magnesium, alkalinity, ph, nitrate and go get one!

Yup, I have a frogspawn in a 40 with 192 watts of pc. Seems to be doing quite well. ;)

cheap ones aren't usually the right ones, imo
I use SeaChem kits and love them. You could get by with their basic saltwater, calcium, and magnesium kits. These are available through premiumaquatics.com for reasonable prices.
