Can I take it out and scrub it with a metal brush then throw it back in the tank after a nice cleaning?

What about maybe keeping lights off for the next week or so? I dont think anything in the tank needs lighting right now I just added the water yesterday and LR today..

Getting to the source is a better solution. Usually phosphates and nitrates are to blame when it comes to hair algae. Reducing excess nutrients, more skimming, RO/DI water are all things that can help. Lighting can exacerbate the problem, but removing the nutrients the algae is feeding on will be a permanant solution.
