I have a JBJ 12g Nano, with one of those walmart 78degree preset heaters in it. When the lights are on it gets to about a max of 83 degrees. All I have in it is zoos, do you think it is too hot for them?

Also on a related note, I just bought a pack of 10 frags on the internet, one frag has that white cacoon deadness around it. Is there any chance it will come back or should I take it out to prevent more trouble.

No that is optimal reef temperature.

Give it gently flow and wait and see what happens.
