I have never seen this before. What is it? If it is an sps, what kind?

It looks more like an encrusting monti that has grown to cover a branch dead skeleton.

Almost looks like Psammocora spp., but is there any way you can get a closer/clearer shot to see if there are any defined individual polyps?
looks like it could be a psammacora. is it green?

Yes it is green.

Thats the best shot I can get really. I will try later though. The polyps are those little hairy things.

Its not a monti, this coral has grown some.
