Setting up 2nd tank-Cycling Question

I'm setting up tank #2. I'm using LR from an established tank and some filter pads from the established tank. Does the tank still cycle?? I figured its more like making a large water change..
What do people think?

I too have wondered this. Would it not also help to add some of the water from the original tank?
