i am going to start removing my bio balls from the sump next week.

my question is do i need to replace it with live rock as i go or do i need to wait untill all the balls are out?
also should i use cured rock because is not some of it going to die when i put it in the sump?

Def use cured. I see no problem with adding it as you pull out the bio balls.

I would not put "uncured" rock in the sump, it will only aggravate the situation. It should be cured in a separate bin... If you know the rock is fully cured, it should have little or no die off.

If you pull the bioballs out in a gradual manner, I doubt you are going to have any troubles, I would not be too worried about adding the rock to replace them right away

how can i not have any die off? not all of hte rock is under water?
it would be going in place of the bio balls. so the water is falling over the rock.
or should i pack the rock in there kind of tight?

Sounds like you are converting a wet/dry?

I would not add anymore rock that it can keep underwater, or I might even not use rock and just fill it full of substrate
