i am needing a ballast for a 48" 54w t-5 lights....

i have been told that you can get them at lowes or home depot... but i need to know what type and what voltage i'm needing.

i need a 4 ballast and a 2 ballast..

im putting them over a 55 gal and making sure i have all spectrums..
if you think 6 lights is over kill just let me know...

but i need the end caps, ballast, reflectors, and plug in kit.

if you can tell me where i can get them please let me know..

Swap out for ice cap reflectors. A couple of dollars each i think.

And yes 6 bulbs are overkill. If you want bulb recommendations ask grimreefer, he seems to be in the know when it comes to T-5 lighting.

would 6 globes over a 75g (20in high) be overkill?

5 lamps with icecap reflectors is all you can fit over a 55. A 75 is another story though. And for bulbs front to back, I run blue+, geismann super actinic, aquasun, aquablue spezial, and blue+.

im on a budget and im trying to keep as cheap as possible but not to cheap where it falls apart in a few months

Buy a Sylvania Quicktronic QTP T5 ballast. You can usually find them on ebay for abou $20. They'll run 4 bulbs, and are much nicer than the triads/etc.
