What is the preferred way to adjust pH?

I have a new tank set up with no fish yet and my pH is 7.1. I am shooting for 8.2. I do have a few snails in the tank and they are thriving. With that in mind, how slowly should the adjustment be?
For future reference, How would I lower pH?

Here's how to Raise (http://reefkeeping.com/issues/2005-03/rhf/index.htm) or Lower (http://reefkeeping.com/issues/2004-09/rhf/index.htm) pH but 7.1 is extremely low. Are you sure of the readings? No fresh salt mix is ever below about 7.8 and usually higher.
