I have heard that we can use CS to help bring down PH. Is this true?

Yes it will add some CO2 and dissolve it in the water reducing the PH but note this more like a short term remedy as with aeration the CO2 will be driven out again and the PH will return to a normal level.
Becasue of this it is needed to find the source or reason behind high PH and resolve it.
