Overdrive

I know you can over dive most flourecents by wiring a ballast that is made too run two bulb to one bulb,
BUTTT can you run a smaller wattage bulb on a higher wattage ballast

Example I have a 65 watt ballast for a single pc. I belive it's a current. Can I run a single 24 or 36 watt pc bulb on it or do I have to run a 65 only???

I also was wondering about overdriving PC's...any info would be appreciated. Do you have to use PC ballasts, or can you use a standard flourescent ballast. I have access to some SO four bulb flourescent ballasts, and was wondering if i could hook that up with 4X overdrive wiring and overdrive 1 65 watt PC bulb.
