Does anyone have the reef octopus hob skimmer, I bought one and the thing turns itself on and off, So I took that one back to the store and got another, The guy at the store said it shouldn't do that so the second one I have is doing it also, anyone else have this problem or is this normal? Please help

What do you mean its turning itself on and off? Is the pump actually turning on and off, or is it just producing foam sparatically?

Sounds more like an electrical problem, plug in a lamp to that outlet and see if it turns on and off :)
