aquamedic multi replacement pump

Replaced pump with ocean runner 1700 even on and without throttle valves hard to adjust as cup just fills with clear water need suggestions to correct. aquabees were easier to adjust .seems pump replacement way to powerful for skimmer capacity unable to get hold of aqua medic in colorado. sugggestions please! I cannot use valves as skimmer just overflows with or without and I add nothing to water except fish flake, pellets but no supplements just water changes which have not recently been done.

is this a needle wheel pump because the needle wheel brings the gph down if its the paddle wheel that might be why its doing that

Its needle wheel so it was designed for the skimmer
