You probably won't cure ich with garlic and a UV light, but there isn't a lot you can do unless you are willing to move the fish for treatment. Hyposalinity is the best treatment, but you can't use it on inverts or live rock.

How can i set up qt tank in enough time so the fish wont be affected a new tank would take at least a month to cycle?

You could pull some sand and rocks from your main tank if you can and also use the water from the main tank to set up a qt. I would do it quick...
I would also not worry too much about the yellow getting garlic, just make sure it gets plenty of food.
