what is the best way to clean some base rock that has been outside in the weather for some time.

no its just been outside in the weather

I agree. If it has not been exposed to anything toxic you can simply rinse it off.

after rinsing it off put it in tub with salt water and a power head for a day or two to ensure to get out all chemicals fron the tap water and debrie
