Need more information to make an educated guess.

What are your basic parameters? Amonia, Nitrite, Nitrate, PH, SG, Temp.?

How old is the tank?

Does the livestock "liven up" after the lights come on?

We need more specifics on parameters than "good" This is actually really important. Most likely it is something like diatoms if it is dust-like, but they usually increase while the lights are on and die back when they are off. Not the other way around.
