The fuse on my ballast blew today and it's only makings are F7A

Can I use any size fuse in there? I'm having a hard time finding a 7 amp fuse this size.

If I find a fuse that is the same dimensions can I use like a 6.5 amp or 7.5 amp?

Changing a fuse in a ice cap VHO ballast won't do anythging, the ballast is damaged and needs to be serviced. If you put a fuse in it will just keep blowing. I'm just guessing it’s a ice cap VHO ballast your talking about because of the fuse your looking for.
What kind is it?

It's an Odyssea ballast. dual 175 hqi

7.5 amps will give you a bigger load....better off going with 6.5 Amps. This will blow before a fire starts......

Make sure that you replace with same type as far as fast-blow or slow-blow. You dont want to put a slow-blow fuse in if the original is a standard, same potential fire hazard as going with too large a fuse. And if you put a fast-blow in the circuit designed for a slow-blow, you will probably blow the fuse even if nothing is wrong in the circuit.
