Hey I just did a complete test of my tank and levels seem aout of whack.
DKH - 3.92 Low
PH - ~9.0 High
As I understand raising Alk only raises ph. I need to get the PH back in range, and raise the Alk. Any tips?

Nothing out of the ordinary. The only thing I routinely use is Bionic 2 part. My calcium has been staying around 400-500 so I have not done it in a while. My alk is low, I guess my question is that if I do the Alk buffer to bring that in range, will my PH also fall into place? I thought I read somewhere about dosing vinigar to lower the PH.

Something went wrong with the 2 Part to get your levels where they are now.
My advice would be to do a few small waterchanges, get the levels back to normal, and dose more carefully (half-measures) in the future. It's very easy to overuse 2 Parts.

Only alk is low, ph will stabilise
add some baking soda to raise alk.
it will lower th ph a bit.

Are you sure you are measuring Alk in dkh and not meg/l? If your results were in meg/l your ph would make more sense if you added the alk recently.

A little unsure on how to convert
Test reads 70 kh
converted 3.92 DKH, 1.4 meq/l
maybe I'm converting wrong
KH x .056 = dkh
KH x .02 = meg/l
trying to figure it off the chart

I added seltzer last night (carbonated water), brought it back to the high 8's

THat's in the normal range.
