I'm not totally sure if I should set the vial down onto the white portion of the chart or just hold it above a white portion and look through it. It is definitely darker (higher reading) if I set it directly onto the white background.

On the white part of the paper, looking down into the vial is the way. Hope that helps.

This is an interresting question actually. I would guess hold it above (not fully down at the paper) and look down into it.
The shadow you get when holding it down onto the paper makes reading exact value very difficuly anyhows. (With the shadow you then get

another trick is to hold it over the colour--it you can see the colour through the vile then it is not that colour--works really well with the ammonia test esp when the first two colours are so close.
