I currently have a 20 gallon soon to be reef (today or monday) set up for 5 months and it is a fish with corals tank... I also have a 90 FW

I am making my DIY Live Rock for the 90 soon to make it a Salt Water Reef tank. My 20 is set up with a powerhead and skimmer and I was going to turn it into a prop growout and frag tank.

Does anyone think this is reasonable and worth it to have a frag tank? I want to frag and grow my own corals to trade with people and get more and more different ones. I already have a 130 watt PC light over it and I wouldn't want to sell this tank.

I think most people into reefing end up with some sort of frag tank. So yes it is worth it. Is this going to be a seperat system from the 90? Might not be a bad idea. That way you can put a small frag into 20 of everything that goes into the 90 in case of crash that way you still have them. What kind of corals are you going have? The 20 should be good for LPS and softies but for SPS you will need more light and flow.

I'll really need more light than 6.5 watts/gallon?
I'm going to set up a closed loop with a SCWD and Mag 7

I'm also going to frag a lot this summer to support this hobby (I'm 14)

So I'm getting some medical tools...
Latex Gloves
a nice Scalpel
some nice surgical scissors (stainless steel)
and Bone Cutters

Anyone know where I could get these things for a low price

Watts per gallon is by no means a good way to judge tank lighting. Lighting depends on the type of light (PC, VHO, T-5, MH, LED) the depth of the tank, corals you want to keep, and a lot ot other factors like clairty of water etc. PC's are not intense enough for SPS, no matter what the watts/gallon are. they will be great for LPS and Softies.

Let me give you an example. I have 2x 250 MH lights over my 55g tank. That equals 9 watts per gallon. If you put thoes lights over a standard 120g tank (48x24x24) you get 4.1 w/g. But becasue of the type of light doesn't change it will be the exact same for the corals in both tanks. Don't go by watts/gallon ever when figguring lighting needs.

Even if I'm only going to keep them under 2-3 inches of water?

You need at least HO t-5 preferably MH for sps.
