What kind of lighting do you have? How's your flow? Are you feeding them? I've used Coral Vital (http://www.marcweissco.com/marine/coral_vital/coral_vital.html) which has caused my corals to open up and grow. Esp. my Zoos.

some zoas will spread very quickly, some may take months for one polyp to appear. just keep up good water quality, and decent lighting and they will start spreading.

How many watts are over the tank? When you say flow is good, what do you mean? How much gallon per hour?

I use Cyclop-eeze and rotifers for food when it come to those types of corals.

Cyclopeeze comes frozen and freeze dried. I think most people use the frozen.

Will they eat phytoplankton?

I use frozen Cyclop-eeze. I mix some in a cup full of water from the tank then pipette it back in to the tank.

Phytoplankton is more for filter feeders, but they should get some nuturients from it.
