PPE's have an electirc green skirt and matching center. If they are missing either one of those elements, i dont see how it could still be considered a PPE. In this case they are missing a green skirt, so i would say no they are not.

Not PPE at all. PPE is not a species in and of itself. not all zoanthids with a green mouth are PPEs, these are likely RPE and need to color up.
A PPE has a BRIGHT green skirt and mouth and purple body!

My conclusion is that a lot of people get confused with PPE and PE.
Purple People Eaters are deep purple with a bright green skirt and mouth.
People Eater is a name that has been tacked onto any Zoanthus gigantus which has a green mouth.
As for worth, those are probably worth $10-$20 for the frag shown.

Those are usually called Bali Blues, they're available pretty regularly from some of the online vendors if you're looking for some.

It is fairly simple. The frag you have pictures of is the Zoanthus Gigantus. This is the same species that PPEs are, but the ones picture are defiantly not PPEs. There are many color variations in the Zoanthus Gigantus family.
Here are 3 of mine...
True PPEs (poor pic, sorry)

An orange variation

a Red People Eater

A full purple gigantus

All the above are Zoanthus Gigantus. But only the top one is a PPE. Make sense? I hope so!

Now I'm not sure of vendors were calling them Bali blues or other Blues. Anyhow, here's a pic from Sharky's, they were getting them in weekly for a while last year and you can find them through DFS and a couple other online vendors when they get shipments in.
