Cloudy eyes are often a bacterial issue ... sometimes caused by netting or similar injuries. In some cases they will clear up on their own (fish's own immune system coming into play). If you don't see any progress or the situation deteriorates you should consider QTing the fish and treating with an antibiotic .. Maracyn 2 is readily available and many would suggest using twice the mfg recommended dose for a period of 7 days.

Most of the time cloudy eyes are a cause of poor water conditions. It you have a very young tank, this could be the case or ammonia, trites, what not. Many a times when you get your quality of water in excellent condition the cloudy eyes go away. If your water conditions are perfect, then maracyn 2 will help.
