My pipes are blue, but I want to paint my overfow and return black, so it blends in with my painted black background.
Any advice on the paint I should use? Marine epoxy, I'm guessing?

I have seen krylon fusion used on internal plastic parts. Marine paints are typically a no-no as they contain a number of compounds (including copper) to inhibit marine growth

Krylon fusion is safe to be exposed to water and exposed. Won't hurt the tank at all.
