When you set up a phosban reactor, you use half of the phosban? Then it fills the reactor about 1/4 of the way up. Then when it's running, you just want the top of the media to bubble? Is it 1/2 of the media or 1/4 when you first start?

Depends on the brand. Read the label and use half or less than what they recc. at first and slowly add more. Yes you want the top to slightly boil.

Eagles, why the recommendation to use half or less at first than what's recommended and slowly add more? I ask because I installed one with the recommended dose and it seemed to increase the cyano in the tank...

I have phosban. I think it's because you don't want the phosphates to drop to 0 right away or something.
