Is it ok to restrict flow on a Mag 9 with a valve? I would like to use it as my return but my overflow can not handle that much flow.

yes, its fine, as long as you dont close it all.

You can throttle those back as much as needed!

Just make sure to restrict the output side, and not the input. You can also "T" the return and then gate a return to the sump to adjust your flow to the aquarium.

Yes, restrict the output, not input. As long as it is not severely restricted (almost shut of), it is fine. I dont really like to T off the flow unless that flow is for good use to send to a fuge or other filtration device. If you just restrict the flow instead of bypassing some of it, the pump will use less power and create less heat.

Which will cause the pump to use more energy, and create more heat.

I have my mag-12 ball valved. I use about 75% of the pumps output. Its fine.

Thanks everyone..... What does it mean when a pump says "Pressure Rated = NO" Does it mean that I can not put a valve on it to restrict the flow?

not for high head pressure (sump in basement)
