I have a outer orbit fixture with the legs so I cant adjust the fixture height. However I can adjust my water level by adjusting my overflow.

What is the goal here? Do I want my light as close to the water as possible? or further better?

In either case why?

Thanks

usually having the fixture on legs is already at the correct height from the water level if the water level was an inch or less from the top of the tank.

Right but I have a hang on the back overflow which I can adjust the water level inside my tank +/- 1.5inch..

U think it would be ideal to have my water level in my as high as it can go without overflowing, or have it much lower? (below the trim)

i would keep it at about half an inch to an inch below the top of the trim. thats how majority of people have their tanks and this will ensure if you have strong surface agitation that it will not spill over
