best bet would be a large snail... tank is too small for urchins and most fish...

yeah.. there are larger ones.. but i dont think they would live after they ate the hair algea...

You're out of luck. I would not recommend any animal for a tank of that size. Long spined urchins are pretty good at eating hair algae, but they need bigger bigger bigger tanks.
If you keep them confined in a smallish volume, you need to feed it, which kind of defeats he purpose, huh?
