I dont know how to exactly describe this but if you look at my tank and look up to the surface there is like a white film on the surface... Is this good or bad? How do I get rid of it.. All my water parameters are good and my protein skimmer is running well..

Do you have a powerhead pointed at the surface to make it ripple? That usually will avoid a film, making anything on the surface mix into the water so the skimmer can remove it.
You can blot it away with printer paper. Just place a sheet on the area, and peel it away. Repeat with a few sheets of paper until the surface is clean. This works with the PVC purple primer too. :o

I have another post in the filtration forum, seeing if anyone can help me with tuning my skimer for better skimming... Any suggestions?

Even if your skimmer is working well some scum is still likely with a calm surface. It's always a benefit to have ample surface agitation. This will virtually eliminate the scum; making it more available to the skimmer, and also increase / improve gas exchange.
