pvc primer and glue?

I'm doing some mods on my skimmer and I used some pvc primer and glue how long does it have to sit out of the tank before I place it in the tank?

I have used it within minutes. Most people say to wait an hour or so. I have also heard that as soon as you can't smell the glue anymore it is cured.
