Are you wooried about temp?If not then insde is alot easier.But if you are tryin to keep the temp down then every degree counts.Even if it's only 1-2.

Water temperature wise it won't make any difference. Mag drive centrifugal pumps have internal pasages that circulate water around the pump windings regardless whether its submerged or open air. It will still heat the water the same either way.
Noise wise you are better off with it in the sump so the water dampens the sound. Mags also tend to leak over time.
If you don't already own it I would look at a better pump than a Mag though. There are quieter, more energy efficient and lower heat generating pumps that cost about the same or less. Look at Ocean Runner pumps for one or if initial cost is not an issue Eheims are good too although not quite as efficient as OR.
