That's probably a mix of cyanobacteria, diatoms, and dinoflagellates. Such blooms are common in new tanks. If the tank has been running for less than a month or two, I'd just ignore it.

fish will be fine. It's kinda a 'new tank syndrome' thing. Everybody goes through it.... just depends on how bad. Looks like you could use some more flow in there. Not sure what the Rio pump is powering but I hope it's a skimmer. If it is, clean it out and turn it up.

Other than using RO/DI water instead of tap you kinda just have to ride it out. If you use tap water you may be riding it for the life of the tank.

I'd probably add another powerhead. That'll likely help with dead spots, which can be hard to handle with one powerhead. The MJ-900s are fine for 29g tanks, in my experience.

my tank looks exacly the same right now. I'm just riding it out!! I am putting in around 60 snails and crabs though to help.
