what is the purpose of garlic when feeding, where do you get it, and how is it used?

It is used to stimulate feeding and thought to have medicinal effects.
Most LFS and online stores have it, or you can crush/press fresh garlic (best way to go IMO) and mix with your own food.

I've heard even garlic powder works. Anybody ever try it?

I've used garlic powder with success. I just let my food thaw out, then mix some powder in. Years ago I met the owner of Ecosystem, whose "Garlic Elixir" was one of the first garlic products on the market, and he gave me a free sample of his product. When he gave it to me, he actually told me that I can use garlic powder, too.
