I have 6kg of Live Rock and sand being sent to me next week. So I wont have to worry about a cycle, but I still plan to give it around 2-3 weeks to settle.
I will add a few snails and hermits.
My goal is to breed fish and to import marines into NZ later on, so would I be able to keep a pair of Kaudern's Cardinal (M/F) in the tank?

If the rock and sand are coming in the mail, you will most certainly have to contend with a cycle. The rock will have plenty of die-off after being in the dark for a few days, which will require at least several weeks of curing to fix.

Personally, I wouldn't keep that species of fish in a tank that small, especially if intending to breed. You'll probably be better off with something in the 30 gallon range.

You will need to cycle your tank.

the rock will be over night, but I can waite until the levals are fine again before I add occupants.

You may still have a cycle, and a 10 gallon may not be adequate space to breed fish.

Well could I keep them in it before I upgrade? I really just want to get a marine tank going.
