My water seems to be semi cloudy, a white with what looks like tinny particles floating in it, at first I thought it might be salt but I'm not sure what it is. I have my powerheads shutdown now for almost 7 hours.... Not sure what to do.

Temp 80, SG 1.30, Ammonia 0, Nitrite 5, I just put the water in last week.

Is your tank cycling? If so, I'd assume it's a bacteria bloom, which should go away on its own in a few days.

Do you mean you just added the water for the first time?--as in just setting up the tank?
At any rate keep your power heads circulating the water.

Yes 1 week ago today I started filling the tank with salt water. Tank is cycling currently.

then I agree with lotus99---probably and algae bloom. If you are running your lights keep them on minimally---they don't need to be on more then a couple of hrs a day right now.
The algae is fueled right now by the curing of the live rock.
