Definitely OK. And preferable, from a certain viewpoint. Cheaper, less bioloading during the cycle, and perhaps a bit more control over what you introduce to the tank.

Sure, it's a great way to save money too. The live rock will "seed" the base rock, so that the base rock will become "live" quicker. Of course, the more live rock the better. If you are just setting up your tank, see if a friend with an established tank will give you a small amount of sand and rock from their tank, as well as some left over water from a water change to jump start your biological filter.
