Ok i have a 20 long and two true percs and a baggini cardinal would i be able to add a bandded pipefish and maybe a clown goby or two just because the pipefish and the goby dont count to much on the bioload?

I would be a little concerned about the pipefish getting out competed for food, especially by the clowns.
I dont see where the goby would be a problem though.

what if i feeded them at different times or something? any other peoples opnions?

Your cardinal may eat the clown goby. Liveaquaria.com states that larger cardnials should be fed feeder fish. I have a pajama cardinal that has eaten 3 clown gobies. I wouldn't chance it.
Pipefish are recommended for experienced aquarists. They are finicky eaters and your clownfish will definetly out compete them for food. Pipefish are supposed to fed 3x a day. Your clownfish will outcompete them every time. The pipefish will slowly starve.
