Do you think 2 48" 110 watt vho's would be good for a 40 long (12" tall) to grow leathers, mushrooms, and xenia?

that should be fine try to elevate the coral to 6 inches and they will grow fine

Yes, very much so. I have a 40breeder and plan for the same thing for growing the same type of corals.

i got 2 40 breeders..i run MHs but the VHO should be plenty...

I think that would be plenty, but I light my 40 long with 2-250 watt 20k 2 T5HO and 2 T5NO. The majority of soft corals would be fine, but there are some that require more light, like the sinularia densa that had a onset saturation point of ~207 µmol·m²·second or about 10,350 lux with photoinhibition of about 20,000 lux
