Are there any protein skimmers which can be placed out of the aquarium(and out of the sump),like external canister filters?

most will still require a sump for their output.
i can't think of any that are closed loop like a canister filter.

External Skimmers can be ran outside of a tank or sump. If a skimmer such as some Deltec, Bubble kign, ocotpus skimmers, just to name a few will be labled as external skimmers. This means that you can fill up the body of the skimmer and it will not leak. The Pumps on External skimmers are also 90% of the time Rec. ( there's some other types of skimmers which involve an external water pump. ) Here's an example of a Rec. skimmer. Than the feed line located above the Rec. pump is where you feed the skimmer with your tank water:

You can't have a fully closed skimmer because you are injecting air and releasing that volume of air, so there is no such thing as a leak proof skimmer.

Mine is out of sump since the recirc pump cannot be submerged (Reeflo Orca 250)

I dont think they are talking about a hang on back skimmer, just one that does not sit in the sump.

Many choices of external (not in sump) skimmers, I would not suggest an HOB. I offer this as food for thought. If you have the room for an external skimmer... maybe you can just go with a larger sump and still utilize an insump skimmer. External skimmers along with the plumbing and servicable access space take up a larger footprint. Sounds like you may have space concerns to begin with.

You can run your skimmer out of the sump, but I have seen skimmer "acting up" and start skimming very very wet and it may overflow down to your floor.

I have had my ASM G2 to do this several times when the airline is clogged and it started skimming very very wet.

Just a precaution. You may want to incorporate a shut off valve when the tank reaches a certain water level.
