If someone can keep two 4" tangs in a 75G why can't I keep two 11/2 inch tangs in a 40G? Of course this is with the fact that they will be moved to a bigger tank when they get larger.

Probably because itsy bitsy tangs have a horrible survival rate. I would suggest getting the larger tank and bigger fish to put in it. You will most likely have better success this way.

I did not know that smaller tangs have a low survival rate, I was just thinking of getting a small Sail fin for my 40G, and I just want to make sure that it won't get sick because of the tank size.

The other thing is even being small, they love to swim. Now I have one tang in a 90 gallon, a tomini, who is one of the smaller species. I wouldn't even put him in anything smaller. The 4 foot length is the minimum, when even that is way too small for them. I know I've seen small hippos and salfins swim laps of a 4 foot tank at a small age.
