Lighting problem on stock jbj 12g dx

Both of my lights on my aquarium were strobing. I unplugged it and inspected the ballast and power supply. I couldn't see anything obviously wrong. I plugged it back in and the power supply side started sparking and it blew the fuse. I obviously need to replace either the power supply, the ballast or both.

this kit is cheaper then a new unit, do you think this would solve my problem?

Another question is is this worth fixing? should I just upgrade? I keep a mix of lps and zoos. If so what are some low priced options?

I believe my power supply to be what burnt out. I believe my ballast still works. If I am right this would give me an extra bulb and replace my power supply.

The last thing I am considering is just trying to replace the stock power supply. I don't know with what or how though obviously it is possible.
