What do you usually feed? Is it eating now or are you trying to get it to eat?
There are special angel food preparations, both flake and frozen, that contain many of the nutrients that they need.
If it's not eating, I suggest you post this inquiry in the Reef Fishes section of RC and some of the large angel folks should see it and help.

I feed my blackspot frozen foods. I started them eating with brine. They eat anything now. By the way, Bellus are not pygmy angels. They can grow to 6 inches. Here is some info on Genicanthus genus.

my newly bought bellus love to eat pellets.

You may have good luck with spectra micro pellets. If it doesn't take to pellets try cyclopeez, 2-3 times per day slowly introducing other planktonic foods. Similar to anthias feeding habits.

My bellus didn't touched cyclop-eeze. The cyclop-eeze was just too small for their mouth. However, I always have good luck feeding arctic-pods to any panicky fish.
