The tank is a 86 gallon cube (30x30x22)

Just looking for final feed back on bulkhead and plumbing plan?
&
How large should the overflow be (LxWxH)
&
is it ok to run the closed loop through the overflow)

You may get 2 different answers about running your closed loop through the overflows depending on whether your tank is fish only or a reef tank. I believe what Delbeek & Sprung say in their really great book (The Reef Aquarium, Volume 3, Science, Art, and Technology - you should really read this one if you haven't). If you are looking for advice on sizing the bulkheads (and overflows) check out the calculator on Reef Central (Overflow/Drain calculator). It provides general guidance on the required pipe size (and bulkhead size) for the flow you are trying to get. Whoever makes your overflows should give you flow rates for their overflows but if they don't you can use the numbers from the calculator.
