MH Ballast ???

if i was to purchase a 150 watt ballast at a hardware store would they run the higher k bulbs( 10000k, 14000k,18000k etc..)??

also if i was to purchase a 400 watt ballast what would be the harm if i was to run lower watt bulbs with it(150w, 250w, etc..)?

The bulb would be damaged/destroyed, and rather quickly!!!
