Im am so confused right now... im trying to rewire my biocube 14 and i am sure it is all wired up correctly. The problem is the light just flicks for a second but wont turn over and stay on. there are no loose connections or anything...i tested the capacitors in the endcaps and they are fine. The fans are working and i am getting some flicker so i am pretty sure it isnt the ballast. Is it the bulbs? would they flicker if they were dead?
