Do you absolutely need a chiller for this tank?

Some people get away without using a chiller, but others don't.
If you don't have the extra cash for the chiller i wouldn't buy the NC. Because if you end up needing a chiller you're up a creek..

No, you don't - although if you can afford it, chillers make life easier. A fan is really all you need to keep the tank cool. They work great but evaporate a fair amount of water - probably 20 - 30 ounces a day. You can pick up an Azoo 2 fan unit from Foster & Smith for under $30.

I would say yes, mine ran at about 86F when the lights were on, got a Current USA 1/15 chiller and now it stays at 78F. If you don't want to buy a chiller go with the 24g Aquapod with the 150watt Sunpod.
