Is PVC pipe cement toxic to fish/coral?
Is silicon sealant for door/window toxic to fish/coral?

No, let it cure first.
As long as it doesn't have any anti mildew "stuff" in it, it will work great.

With the "anti-mildew stuff"... is that labeled somehow on the can??

most people around here use ge silicone I. i used it in the sump it works with no effects to water quality. it turned yellow however in my tank...i was glad i bought the all glass stuff for the display.
pvc cement is for use on potable water so it will be fine after it has set.

I know for a fact that the "kitchen and bath" stuff has it in there for sure. There has been some talk that it is in the other stuff now, but I don't know that for a fact. Perhaps compare the ingredients of the two.

The Epoxy failed its job again!!!!! This time I used at least 2 inch tube of epoxy, glue the surfaces of two rock to make like a T shape, the contact area was larger than 1 inch square, both surface contacted the epoxy surface solidly. Then I left the rocks 3 hours there, touched the epoxy and made sure it was as hard as stone, live the top rock, the expoxy was seperated from top rock!!!!!! I gave up and used some super glue on top of expoxy surface, but I don't think it will work well. l am going to leave them alone.
After the experiment, I dount expoxy can secure two live rock UNDERWATER, if the surface is wet, it is really hard to stay on it.

expoxy will not hold rocks together like cement. it will only help stabalize the rocks. you can still break expoxy apart afer a year. your best bet would be to drill the rock and put some acrylic rods through both of them.

ye, kau, some friends here suggested me to do that, but the 1/2 inch pipe is too big for my rocks, I dont' think they can stay in whole piece when the 1/2 inch drill bit running in it.
Maybe I should get some small diameter acrylic rods.

acrylic rods would be your best bet IMO.
