What would happen if there was not enough rock in a tank?

depends on what you mean? .. not like you can't run a tank with no rock in it.. but with reefs and a lot of fish live rock just helps filter your water and keep things balanced.

i started out my 110 with 25lbs of dead base rock and slowly worked up to what i have now
if your tank is only 20g 20lbs is good are you running a skimmer
and if you have less rock and no skimmer keep up with water changes and don't over feed
is there a problem with your tank or were you just wandering

I have a lot of brown algae growing on the sand. i have a skimmer but i have no idea how much rock i have. i have added some and taken some out and added more. i do water changes like every 2-3 weeks. I feed once a day but not much and run my lights for 9 hours a day. Ive tried turning my lights off for 3 days but it keeps coming back

weak processing. Show us a photo. We can tell a lot from that.

Give tank size, brand of skimmer, type of pumps, etc, plus what you're keeping.
AND your current chemistry tests.

i have a 20L with a bakpak skimmer a bio wheel with just the filter pad and a mj1200. for fish all i have is a firefish. i have a frogspawn, some zoas, zenia, mushrooms, leather, plate coral, and a sun coral.

i dont have a test for phosphates

there is where you problem most likely lies. If you could test for them I would bet they would be high.

Testing for them is trickey since most test kits are very hard to read. I would remove the filter pad and run some carbon and phosphate removing media in that biowheel and see if it clears up
