Tunse HELP ASAP (PLEASE)

Went to check on thank. ( Thank Goodness) two out of my three buzzers were going of. The round ballasts were red hot. Is it possible they can both go bad. They were just cleaned 2 weeks ago. Should I clean them a 2nd time in vinegar. Do they only last 3 or 4 years.
Please Advise.
